Ce r\u00e9seau a pour but d\u2019am\u00e9liorer la connaissance du parc locatif priv\u00e9. En effet, avec un niveau de ressources globalement bas, trois quarts des m\u00e9nages de l\u2019\u00eele sont \u00e9ligibles \u00e0 un logement du parc locatif social. L\u2019offre apport\u00e9e par les bailleurs sociaux \u00e9tant toutefois limit\u00e9e, une alternative peut alors \u00eatre trouv\u00e9e sur le march\u00e9 locatif priv\u00e9. Ainsi, afin de mener une politique du logement, qui permette une ad\u00e9quation entre l\u2019offre et les ressources des m\u00e9nages, les politiques publiques et les intercommunalit\u00e9s sont int\u00e9ress\u00e9es par la connaissance des niveaux de loyer du parc priv\u00e9 et de leurs \u00e9volutions. C\u2019est dans ce sens que l\u2019AGORAH, l\u2019ADIL et la DEAL s\u2019inscrivent, d\u00e8s 2003, dans une d\u00e9marche d\u2019observation des loyers priv\u00e9s sur la base d\u2019une m\u00e9thodologie \u00e9labor\u00e9e localement. En 2012, le Minist\u00e8re en charge du logement a impuls\u00e9 la cr\u00e9ation d\u2019un r\u00e9seau national d\u2019observatoires des loyers priv\u00e9s en s\u2019appuyant sur des dispositifs locaux, d\u00e9j\u00e0 existants, dont celui de La R\u00e9union, et en proposant une m\u00e9thodologie commune et valid\u00e9e par un comit\u00e9 scientifique. D\u2019abord cr\u00e9\u00e9 sous forme exp\u00e9rimentale avec 19 sites pilotes, la loi du 24 mars 2014 pour l\u2019Acc\u00e8s au Logement et un Urbanisme R\u00e9nov\u00e9 (ALUR) a par la suite donn\u00e9 une existence l\u00e9gale \u00e0 ces observatoires. Ainsi, d\u2019autres territoires se sont dot\u00e9s par la suite de cet outil et le r\u00e9seau compte d\u00e9sormais une trentaine d\u2019observatoires sur l\u2019ensemble du territoire fran\u00e7ais.
